Range syntax
Combine individual pages and ranges with commas: 1-3, 7, 10-12 extracts pages 1, 2, 3, 7, 10, 11 and 12. Pages come out in the order you list them, so 3, 1 is a valid way to reorder while extracting. Duplicates are removed automatically.

Splitting does not shrink pages proportionally. PDFs share resources like embedded fonts across the whole document, so each extracted file carries its own copy of anything its pages need. Ten pages out of a hundred will usually be more than a tenth of the original size.
